请问这是骗局吗...？

我最近在找兼职，收到这样一封电邮。很好奇这是不是骗局？
Hi,
Thank you for your interest in applying for the position. Please read the job details carefully and let us know what your decision is.
The job is applicable for Malaysian or for those who are staying in Malaysia and has Malaysia Local Bank Account.
Your Job Responsibilities are mainly posting job vacancy advertisement on every website you want. You do not need to write anything on your own, you just need to type in exactly what is given to you on certain websites. You will be paid as long as you complete the job posting. Therefore, no experience is necessary.
Your Working Time and Location are completely flexible. You are able to work anywhere around the world as long as you are connected to the Internet. You don’t need to tell us what your working time is, all you need to do is submit your work after it is completed.
There is also no deadline for the work. Therefore, this is an ideal part time job for every individual.
Payments:
You will receive a payment of RM30 for every successful advertising data that is processed.
For example, if each week you successfully process 15 data from advertising, you will receive a fee of 15 x RM30 = RM450 per week. Some are able to get 30 data weekly, it all depends on your own ability.
Normally, the average income within a week is RM300 - RM800 and this is a number that is very lucrative. You are free to process as much data as possible because there is NO LIMIT imposed. The more you process, the more income you get, it is as simple as that. You will be paid weekly by way of bank transfer into a local bank account of your choice.
Training Materials:

There is one-time “Non-Refundable” fee of RM60 to begin. The fee imposes provide you with the Training Materials, which show you STEP-BY-STEP instructions that walk you through each step on posting advertisements so that you can start to EARN MONEY IMMEDIATELY!
All you need to do is Copy & Paste and nothing you advertise/send will ever be inappropriate. No spamming involved! Then, you need to send us your Weekly Report by every end of the week in order to get your payment on every Tuesday / Wednesday, which will be transferred to your personal choice of bank account. Therefore, only serious & hardworking people are encouraged to join. You will be able to earn this fee back very quickly once you get started.

这个是金字塔来的。
要先付RM60,然后这个RM60的其中RM30 给你的上线，剩下RM30就给幕后大老板。
然后你的工钱就靠着骗下线的RM60来的。
一个没有卖服务，没有产品，然后要先给钱的工作，肯定是金字塔游戏。

其实不太明白金字塔游戏是什么概念。可不可以解释？
