看情形，
如果你要说：正在xxx，就用xxxing
例：to be eating
He is eating breakfast.
She was reading a magazine.
I am painting a picture.

如果你要说：被xxx，就用xxxed（过去分词）
例：to be eaten
Rice is eaten in Malaysia.
He was murdered last night.
Stamps are sold at the post office.

哭宝宝问的"to be scraped"跟这个没关联，应该只是说"(something is) to be scraped"，或者"(the letters are) to be delivered"；"(the work is) to be done" 之类的，等同“(什么事情)需要去进行”的意思。总而言之，to be scraped是没错的。

的确说远了。但我只是说，基本上，写"be"就好了，不用"to be"。看来是我太罗嗦了。

不是你太啰嗦，应该是你对不定式（to+原型动词）的概念有些含糊。（所以会举出那些例子）
通常语法书会使用不定式（to + verb）来讲解某个动词是有原因的，
举个例子，动词 come 有两种身份，其一是原型动词，其二是现在时的复数动词，
为了区分这两种不同身份的动词，语法书会使用不定式（to come）来表示原型动词，
所以 to come 可以是 come （现在时复数动词），comes （现在时单数名词）或came （过去时动词）
同样道理，to be 指的是 am、is、are，was或were。

正确说法应该是 the verb "to be"，意思= “to be”这个（不定式）动词，说的还是“to be”这个不定式动词，而不是be，就好像 the verb “to come”，意思=“to come”这个（不定式）动词，说的还是“to come”这个不定式动词，而不是come。

举个例子：

The seats are to be occupied by VIP.
座位还是空着的，有保留给VIP的意思。

The seats are being occupied VIP.
座位一一被VIP填满，带有VIP正在入座的意味。

The seats are occupied by VIP now.
VIP入座了。

The seats were occupied by VIP.
VIP曾坐过这些座位，现在不在座位上了。

英文不是很好，请高手指正。

其实我们讲的是同样的东西，但我的确漏写了一个东西所以让你误会了。
上次我写：

Present Continuous Tense 比较清楚的写法是 verb to be + -ing 或者直接就 be+ -ing。

还好你有注意到。其实我是想写

Present/Past Continuous Tense 比较清楚的写法是 verb to be + -ing 或者直接就 be+ -ing。

所以，不管 verb to be 是 Present (am, is, are) 或者 Past (was, were)，后面要加 "ing" 就是了。
其它的前面解释过了就不必再解释了。

抱歉我很难用中文解释，我习惯看英文参考书。那些用中文解释的英文文法书总是让我抓狂，还好你很贴心都写双语的。

我不是在纠缠，也没针对你，只是单纯的就一些疑点做出回应。
我不在意自己的对与错，以无谓的虚荣换取进步的空间对我来说没有任何的意义。

该解释的上面都解释了，我也不想再重复了。

verb to be 其实是错误的语法，没有意义的。而the verb to be 中的the verb 是可有可无的；就像 adjective "curious" 是不完整的语法，也没有意义，而the adjective "curious" 中的the adjective 也是可有可无的，相同的逻辑。

如果你习惯看英文参考书，更应该知道那些语法书常用不定式（infintive）来表示某个动词：

（Cambridge Dictionary）
come and go - to exist or happen somewhere for a short time and then go away
be as crazy/rich, etc. as they come - to be very crazy/rich, etc

（Wikipedia）
The continuous aspect is constructed by using a form of the copula, "to be", together with the present participle, which is a form of the verb marked with the suffix -ing.
