2011 Malaysia Budget

Budget Highlights:

Government revises growth rate for 2010 to seven per cent from six per cent previously.

Income per capita to increase 6.1 per cent to RM28,000.


Private investment to expand 12.5 per cent to RM86 billion.

TwelveNational Key Economic Areas (NKEAs) to generate over RM1.3 trillion ininvestment and create 3.3 million job opportunities.

Governmentto provide allocation as a tipping point for infrastructure support toensure viability of private sector-led projects.

Severalpublic-private partnership (PPP) projects under the 10MP to beimplemented in 2011 via a RM12.5 billion private investment.

TheAcademic Medical Centre, a joint-venture between Academic MedicalCentre Sdn Bhd and John Hopkins Medical International as well as RoyalCollege of Surgeons, Ireland, is another identified PPP project withRM2 billion private investments.

Government to consider specialincentive packages to attract investors to the Kuala LumpurInternational Financial District (KLIFD).
The Mass Rapid Transitproject will be implemented beginning 2011 with private investment ofRM40 billion and to complete by 2020.

The Employees ProvidentFund to undertake mixed development at the identified Malaysian RubberBoard land in Sungai Buloh with an estimated cost of RM10 billion, tobe completed by 2025.

To support financial liberalizationpolicy, the government will implement bold measures to revitalise thedomestic capital market particularly diversifying investment products,liberalizing equity holding requirements and investment limits,providing attractive incentives as well as enhancing cooperation withforeign bourses.

Government-Linked Investment Companies (GLIC)to divest shareholdings in major companies listed on Bursa Malaysia andare allowed to increase investment in overseas markets.

Bursa Malaysia to launch Sukuk and conventional bonds to meet retail investors' demand for fixed income instruments.

Securities Commission to offer three new stockbroking licences to eligible local, foreign or joint-venture companies.
Bursa Malaysia to develop an international board to enable foreign securities to be listed including syariah-compliant products.

Taxdeduction on expenses for the issuance of Islamic securities whichadopt the principles of Murabahah and Bai' Bithaman Ajil based ontawarru.

Double tax deduction on takaful contributions for export credit.

MalaysianTechnology Development Corporation (MTDC) to provide a start-up fund ofRM100 million to provide soft loans which allow loan repayments onlyafter the companies generate income.

Bumiputera Property Trust Foundation (BPTF) to launch a syariah-compliant Bumiputera Property Trust Scheme of RM1 billion.

Private pension fund to be launched in 2011 to benefit private sector employees and the self-employed.

Existingincome tax relief of up to RM6,000 for employees' contributions to theEPF will be extended to the contributions made to the Private PensionFund, including the self-employed. Employers will also be given taxdeduction on contributions made on behalf of their employees.

Asum of RM857 million allocated for local companies to invest in highvalue-added activities, particularly in Penang and the Kulim High-TechPark in Kedah.
Government allocates RM146 million to supportoil, gas and energy industry. Among projects to be implemented includethe establishment of the Oil Field Services and Equipment Centre inJohor with private investment of RM6 billion over a period of 10 years.

Petronas will implement a regasification project with an investment of RM3 billion in Melaka and will be operational in 2012.

PioneerStatus and Investment Tax Allowance for the generation of energy fromrenewable sources and energy efficiency activities to be extended untilDec 31, 2015.

Import duty and sales tax exemption on equipmentfor the generation of energy from renewable sources and energyefficiency to be extended until Dec 31, 2012.

Tax exemption onthe income derived from trading of Certified Emission Reductionscertificate to be extended until year of assessment 2012.

Importduty and excise duty exemption duty to franchise holders of hybrid carswill be extended until Dec 31, 2011 with excise duty to be given fullexemption. This incentive is also extended to electric cars as well ashybrid and electric motorcycles.

Government will implement theFeed in Tariff (FiT) mechanism under the Renewable Energy (RE) Act toallow electricity generated from RE by individuals and independentproviders to be sold to electricity utility companies.

Governmentwill extend the investment allowance period for the last mile broadbandservice providers. In addition, import duty and sales tax exemption onbroadband equipment are also extended for two years until 2012.

Asum of RM91 million is allocated for capacity building in themaintenance, repair and overhaul (MRO) services industry, aerospace andaeronautical engineering training programmes as well as promotion ofbusiness outsourcing services.

Government allocates RM850million for infrastructure support for corridor and regionaldevelopment. Iskandar Malaysia (RM339 million), Northern CorridorEconomic Region (RM133 million), East Coast Economic Region (RM178million), Sarawak Corridor of Renewable Energy (RM93 million), SabahDevelopment Corridor (RM110 million).
A sum of RM411 million is allocated for the research, development and commercialisation activities.
A sum of RM71 million is allocated for Special Innovation Unit (UNIK).

Thenew Insolvency Act will consolidate the Bankruptcy Act 1967 and Part 10of the Companies Act 1965, including introduction of provision relatingto relief mechanism for companies and individuals with financialproblems. The review will also involve amending the current minimumbankruptcy limit of RM30,000.
A sum of RM200 million isallocated to purchase creative products such as high qualitylocally-produced films, dramas and documentaries.
Allocation ofRM212 billion for Budget 2011 of which RM162.8 billion is for operatingexpenditure and RM49.2 billion for development expenditure.

FederalGovernment revenue collection to increase 2.3 per cent to RM165.8billion in 2011 and its deficit to decline to 5.4 per cent of GDPcompared with 5.6 per cent in 2010.

2011年财政预算案宣布多项许多利好消息,尤其对百姓直接有正面影响,当中包括300种各类物品免税,而手机价格也将跌价。

首相纳吉宣布,南北大道将在未来5年冻结涨价,而与百姓最直接关系的则是手机豁免10%的销售税,这将使到新型手机价格降低,这项措施也即日起生效,涵盖的也包括智慧型功能手机。

由于年轻人都热爱追求新型手机,以追上时尚的步伐,此举也将被解读为吸引年轻人对国阵的支持。

汽车免各项税务
此外,对于首度购屋者,35万令吉或以下的房屋,将享有50%的印花税折扣;在推动环保方面,绿色科技的汽车(电动汽车和摩哆)在我国将享有国产税全免的优惠。 首相指出,政府将把油电混合双能汽车(HYBIRD)入口税及国产税豁免税,延至明年12月31日。

同时,在汽车方面也有好消息,即国外整装的入口汽车(CBU)入口税与销售税也将全免,这也是我国近年来首度减少对国产车的保护,而让汽车市场更开放。

首度购屋者享100%房屋贷款
为协助社新鲜人购买房子,政府将为家庭收入低于3000令吉的购屋者,提供10%的保证订金,换而言之,些首次购买房屋者可获100%房屋贷款,唯他们所购买的房子必须在22 万令吉以下。

300种物品免入口税
为打造大马为购物天堂,2011年财政预算案即日起豁免300种,受外国旅客及本地人民喜爱的商品的入口税5至30%,当中包括洗发水、服装、手提袋、蚊帐、化妆品、染发剂、衣服、裤子、香水等等。

当纳吉作出上述宣布后,即刻引起现场国会议员的哄堂大笑,不少议员更拍桌叫好。

在这些物品中,入口税最高的是鞋子与运动装备,相关物品向来都抽取30%的入口税,一旦豁免税务,这将使到各类名牌的运动用品和鞋子都全面降价。

同时,金饰和各类装饰品也将豁免5至20%的入口税,各类玩具也同样豁免5至20%的入口税。

残障人士车辆免销售税 医药所得税扣税高达5000元
同时,纳吉也继续宣布各项利民消息,包括残障人士的汽车和摩哆获得100%的全免销售税。

在医药方面,有关所得税的扣税也提高至每年5000令吉。

政府税谁讲会废除?? 5% 还是会收,只是服务税会废除。然后销费税取代。

像你你去大餐馆吃东西你要给 n ...

服务税都不是政府收的,政府可以废除服务税咩。。。。消费税都是在买任何物品的啦,你去餐厅吃东西时不需要给消费税;只是给政府税。。。。

看来你不明白,我之前是做餐厅的收银员的,在这里解释给你听分别.
现在:政府税(Gov Tax)是5%,全部要报上去给政府的,餐厅一分都不能拿,但营业额少过300万的可以避免.
现在:服务税(Service Tax),看地方而定,0~15%都有.不需要任何条件,老板要收不要收他喜欢.收来做什么?有些是拿来平分给员工,当是消费.有些老板自己拿完.
如果实行GST(华语名有点乱,报章叫服务税),就变成7%(GST)+(Service tax)
而且GST还有点争论,到底这GST是在最后的消费者才实行呢?还是多层面?如果只是最后的消费者,变成全部物价+7%而已(但不要忘了,现阶段还是有部分领域是没Gov Tax的).如果是多层面......我可以告诉你,我们离津巴布韦不远了.

哦,我那个是从报章之前看来的,可能有很多版本吧。不急,反正如果实行了,就一定会说明如何收费
