后面那段应该是 (Words can ...) be put together to form...，can be put to ...

We use “had better” plus the infinitive without “to”  to give advice. Although “had” is the past form of “have”, we use “had better” to give advice about the present or future.

那一个句子才是正确的？

因为中间"跟谁住"是extra info。。。不一定需要。。。

第二个(my brother who lives with me is an engineer) 才是正确的

因为第一个句子里的my brother。。。没讲明eldest, youngest，或是哪一个。
也没讲明只有一个brother (e.g. my only brother)
所以第一个不可以直接用comma分。。。

第二个ayat是对的。。。因为my brother(不懂哪一个) who lives...blah blah blah（非常重要的info，不可以用comma省掉)

in conclusion, "my brother"。可以是唯一那个，也可以是任何一个，为了避免混淆，所以接下来的句子的info非常重要。。。不可以用comma分隔。。。

其实两句都正确，但有不同的含义。

我的愚见是两句都正确，但是意思不一样：
第一句的意思是：我的哥哥是个工程师，他和我住在一起（我只有一个哥哥）
第二句的意思是：和我住在一起的那个哥哥是个工程师（我不止一个哥哥）

这一句的从句（who lives with me）没有逗号分隔，显示 my brother 需要这个从句来确定是我的哪个兄弟，暗示我有超过一个兄弟。
My brother, (who lives with me), is an engineer.
这一句的从句（who lives with me）有逗号分隔，显示 my brother 已确定是谁，这暗示我只有一个兄弟。从句（who lives with me）只是提供额外的资讯。

再看看以下例子（取自Understanding and Using English Grammar):
（一）There was a terrible flood. The villagers who had received a warning of the impending flood escaped to safety.
（二）There was a terrible flood. The villagers, who had received a warning of the impending flood, escaped to safety.
第一句暗示只有一部分的村民逃到安全的地方，从句（who had received...flood）确定了只有事先得到警报的那些村民逃到安全地方。
第二句暗示所有的村民都逃到安全的地方。从句（who had received...flood）只是提供额外的资讯，说明所有的村民都事先得到了警报。
