http://www.btimes.com.my/Current_News/BTIMES/articles/ower/Article/index_html
Wimax.
YTL-e的partners: Clearwire Wireless and Nextwave 也一样

- internet exchange

Four cos qualify primarily for setting up Bibiyana power plant
FE Report
Four companies including three local and their joint venture partners qualified primarily for installing the 450 megawatts (MW) Bibiyana power plant in the northeastern Sylhet region, officials said Sunday.
Summit Industrial and Mercantile Corporation (Pvt) Ltd and its partner GE Energy LLC Bangladesh, Shasha Denims and its joint venture partner MPC Consortium of Meiya Power Company Ltd (Hong Kong) have come up as the pre-qualified sponsor for setting up the power plant.
Local Otobi Ltd along with Asian Entech Power Corporation Ltd and their joint venture partners China National Machinery and Equipment Import and Export Corporation (CMEC) also pre-qualified as local company for the project.
The Malaysian YTL Power International Berhard is the lone foreign company emerging as the pre-qualified sponsor for the Bibiyana 450mw project.
Three foreign companies failed to become pre-qualified for setting up the Bibiyana power plant.
"We have submitted recommendation to the power ministry regarding pre-qualification of the Bibiyana project for final approval," Acting Power Cell Director General Abdul Mannan told the FE Sunday.
Seven companies - three local and their joint venture partners and four foreign companies - had submitted pre-qualification documents in April last showing interest to install the 450 mw gas-fired Bibiyana power plant.
The Bibiyana power plant will be implemented on a build, own and operate (BOO) basis in pursuant to a 22-year implementation agreement.
The government will provide necessary land and required gas to the selected sponsors for generating electricity.
It will also purchase electricity from the selected sponsor at its offered rate.
Estimated cost for installing the Bibiyana plant would be over $300 million.
This is, however, the second tender for setting up the Bibiyana 450 MW independent power plant (IPP) in the country's northeastern region.
The power ministry last year had floated international tender to install the IPP but later scrapped it as the lone responsive bidder Malaysian Powertek consortium offered higher tariff rate for sale of electricity from the plant.

Bibiyana plant: 4 power cos selected
Staff Reporter
The Power Cell primarily selected four power producer and manufacturer companies for installation of 450MW Power Plant at Bibiyana in Habiganj, sources in the Power Cell said, sources said.
The Power Cell sent the four short-listed power company's name to the Ministry of Power and Energy on Thursday last.
The four power producer and manufacturer companies are: The companies which submitted the pre qualification statements are YTL Power International Berhad of Malaysia, Summit Industrial and Mercantile Corporation (Ptv) Limited and GE Energy LLC, Bangladesh, Joint venture of China National Machinery and Equipment Import and Export Corporation (CMEC), Shenwan Power Gas Turbine Engineering Technique Com. Ltd (NSRD) and Asian Entech Power Corporation Ltd (AEPC) and OTOBI Ltd (OTOBI), and MPC Consortium of Meiya Power Company (Hong Kong) and Shasha Denis Ltd of Bangladesh.
Besides, Independent Power Corporation PIC of England, Ranhill Berhad of Malaysia and Globeteq Advisors Limited of England dropped out from the short lists to establish the mega power plant.
The Ministry of Power and Energy will select a lowest bidder out of four after final scrutiny of their documents. But, the ministry is yet to take any decision about the matter, sources said.
Earlier, seven power producer and manufacturer companies have submitted pre qualification statements on April 23 to get the work permit to install the power plant.
A total of Tk 2,700 crore is needed to install the power plant, according to sources.
The recent past caretaker government had suspended the power plant project last year as Malaysia's Powertek Consortium was the only bidder for the Plant.
The advisory committee on government purchase cancelled the tender because of the overpriced quotation by Powertek and took decision in favour of re-tender at that time.
Powertek quoted 4.399 cents per kilowatt-hour of sales against its previous offer of 4.53 cents, sources said.

Power Cell awaits Ministry’s approval for final bidding on 450MW Bibiyana Power Plant
Reported by: UNBconnect
Reported on: September 23, 2009 18:29 PM
Reported in: National
Dhaka, Sept 23 (UNB) - Having selected four international companies as qualified bidders for the 450-MW Bibiyana combined-cycle power plant, Power Cell now awaits the Ministry’s approval to issue Request for Proposal (RFP) documents to the bidders in the long-drawn process of implementing the major project.
“We sent the list of the selected qualified bidders to the Power Division in the middle of the current month. As soon as we get back the relevant file with Ministry’s approval, we’ll start for final bidding through starting the RFP-issuing process,” said a top official of the government agency, Power Cell.
A technical wing of the Power Ministry, the Power Cell was established to implement reform process in the power sector and also implement power-plant projects in private sector as part of a crash course for remedying chronic electricity shortages in the country.
As part of its job, the Cell invited international pre-qualification (PQ) bids early in the current year from the international companies to qualify for installing the 450-megawatt Bibiyana plant.
A total of seven international companies submitted the bids for the project. Of them, four came out as qualified bidders in the PQ bidding process.
The 4 qualified bidders are YTL Power International Berhad of Malaysia; Summit Industrial and Mercantile Corporation (Ptv) Limited and GE Energy LLC, Bangladesh; Joint Venture of China National Machinery and Equipment Import and Export Corporation (CMEC), Shenwan Power Gas Turbine Engineering Technique Com. Ltd (NSRD) and Asian Entech Power Corporation Ltd (AEPC) and OTOBI Ltd (OTOBI); and the joint venture of MPC Consortium of Meiya Power Company (Hong Kong) and Shasha Denis Ltd of Bangladesh.
The three companies which failed to qualify in the latest round of bidding are Independent Power Corporation PIC of England, Ranhill Berhad of Malaysia, and Globeteq Advisors Limited of England.
The planned Bibiyana power plant will be installed at a site adjacent to Bibiyana gas field in Sylhet region.
In the tendering process, a Malaysian company, Powertak, which was selected with the submission of power tariffs at 4.399 cents per kilowatt-hour, was rejected on the plea that it was a single bidder.
Now again the bids are being received for a second time.
Power Cell officials said that they would issue the RFP for the companies in October giving them 90 days to submit their respective technical and financial offer to vie for the work in the final round of bidding.
In that bidding, one bidder will be selected with lower tariff offer, said the officials, adding that, after the final-round bidding, the winning bidder will be asked to install the plant.
The power plant will be set up by the private sponsor on build-own-operate (BOO) basis and government will purchase electricity from the project for about 22 years time.
The project cost is estimated to be Tk 2,000-25,000 crore or about $ 200-250 million.
The government will also supply gas and provide the land for the independent power producer (IPP) project while the private investor will install the plant at its own cost. |
