Installation of 450 mw power plant: Evaluation of aspirant cos from next week

The Power Cell will start evaluation to select a qualified power producer company next week for installation of 450MW Power Plant at Bibiyana in Habiganj immediately, informed sources in the Ministry of Power, Energy and Mineral Resources said.

Seven power producer and manufacturer companies have submitted pre qualification statements on April 23 to get the work permit to install the power plant.

Prime Minister Sheikh Hasina has directed the power division officials on Wednesday to start evaluation of the documents of seven power producer companies for installation of the big power plant without appointment of World Bank adviser to reduce the nagging power crisis in the country.

The Prime Minister has expressed her dissatisfaction for not starting the evaluation process of the plant as yet, sources said.

Following her directive, the power division has started scrutinising the documents of seven companies to appoint a qualified power company next week, sources added.

The companies which submitted the pre qualification statements are Independent Power Corporation PIC of England, YTL Power International Berhad of Malaysia, Summit Industrial and Mercantile Corporation (Ptv) Limited and GE Energy LLC, Bangladesh, Ranhill Berhad of Malaysia, Joint venture of China National Machinery and Equipment Import and Export Corporation (CMEC), Shenwan Power Gas Turbine Engineering Technique Com. Ltd (NSRD) and Asian Entech Power Corporation Ltd (AEPC) and OTOBI Ltd (OTOBI), Globeteq Advisors Limited of England and MPC Consortium of Meiya Power Company (Hong Kong) and Shasha Denis Ltd of Bangladesh.

Though more than three months have passed since the submission of the pre-qualified statements by these companies, the Power Cell is yet to start evaluation.

The World Bank said it was interested in financing the privately owned power plant if the government appoint an adviser firm as per directive of the bank.

A total of Tk 2,700 crore is needed to install the power plant, according to sources.

The recent past caretaker government had suspended the power plant project last year as Malaysia's Powertek Consortium was the only bidder for the Plant.

The advisory committee on government purchase cancelled the tender because of the overpriced quotation by Powertek and took decision in favour of re-tender at that time.

Powertek quoted 4.399 cents per kilowatt-hour of sales against its previous offer of 4.53 cents, sources said.

Tubli sewage plant tender expected by 2010

Bahrain’s Ministry of Works has reiterated its commitment to issuing the tender documents for the expansion of its Tubli sewage treatment plant by 2010.

Assistant undersecretary of sanitary engineering Khalifa Ebrahim Al Mansoor said yesterday that preparations were underway to engage the private sector and “the release of the Request for Proposal (RFP) is expected before the end of the year.”

The project forms part of a wider ongoing national Privatization Strategy and Implementation Plan (PSIP) and a significant effort by the government to upgrade the country’s sanitary infrastructure.

Al Mansoor was speaking at the pre-bid conference for the Muharraq sewage treatment plant, the Kingdom’s first sanitary engineering privatization project.

He added that there are also plans for plans for plants at Al Dair, in the south east, and Zallaq, in the south west, which are expected to be complete within eight to ten years.

Bidding for the Muharraq plant opened last month and the RFP was issued yesterday.

The prequalified consortia will be bidding for a 27-year Build Own Operate (BOO) contract to develop a greenfield sewage treatment plant and conveyance system which includes designing, financing, constructing, commissioning, testing, owning, operating and maintaining the plant and sewer system, as well as associated facilities, network extension and modification works.

The plant will have an initial design capacity of 100,000 cubic metres a day which the government can choose to expand to 160,000 cubic metres during the BOO term. The tender will close on October 28 and is expected to be awarded by March or April next year.

Al Mansoor said he was delighted with the turnout to the pre-bid conference which attracted around 100 representatives from 12 international consortiums.

Consortiums attending the event included YTL Power/Wessex Water; Acciona/Kuwait Financial House; United Utilities/Intstrata Capital/Samsung Engineering; Aqualia/Peninsula Consortium; Summitomo/Dregremont; Berlinwasser/Metito; Saudi Oger, K-Water/Samsung C&T; Biwater; Kharafi National; and Keppel/Veolia.

Muharraq sewage tender open to bids

Bidding for the Build Own Operate (BOO) contract for the Muharraq sewage treatment plant in Bahrain has opened, according to the Ministry of Works.

A spokesman for the Ministry said the tender will close on October 28. A total of 16 pre-qualified consortiums have been invited to bid (see below for full list).

The contract is on a 25-year BOO scheme and is expected to be awarded by March or April next year, the spokesman said.

The sewage treatment plant will be located in the Muharraq region of the Kingdom and will process 90,000-100,000m3 per day which is expected to will increase to 160,000m3 within five years.

The Muharraq plant is the country’s first private wastewater scheme after the Ministry employed consultancies HSBC, Fichtner and Norton Rose to develop a programme of privatisation for the sanitary engineering sector.

The assistant undersecretary for sanitary engineering, Khalifa Ebrahim Al Mansoor, had told Construction Week they hoped to also tender stage two of an upgrade to the Tubli waste water treatment plant by the end of the year.

“Stage one of the upgrade was the consultancy work and that has been completed by p2m Berlin,” he said.

“Stage two will increase the capacity to 350,000m3 a day and includes the construction, operation and maintenance of the plant.

“We are now in the process of preparing this and hopefully we will be ready to go to tender maybe by this end of this year.”
