KUALA LUMPUR, Dec 14 (Reuters) - Malaysia's YTL Power said on Tuesday it had acquired a 30 percent stake in Estonian state oil company Eesti Energia's oil shale project in Jordan.

Under the agreement, Eesti Energia and its Jordanian partner Near East Investment, along with YTL Power, would develop an oil plant and a 900 Megawatt oil-shale fired power plant.

KUALA LUMPUR: YTL POWER INTERNATIONAL BHD [] is venturing into Jordanian oil shale projects which will see it building an oil plant with an output with 38,000 barrels per day.

YTLPI said on Tuesday, Dec 14 it had acquired a 30% stake in Eesti Energia, Near East Investment’s (NEI) Jordanian oil shale projects.

As the new strategic partner, YTLPI will contribute its experience in developing and operating large energy production and trading assets in emerging markets.

According to the new shareholding structure Eesti Energia owns 65%, YTLPI 30% and NEI 5% of the oil shale projects in Jordan.

（吉隆坡14日訊）楊忠禮能源（YTLPOWR，6742，主要板基建）進軍約旦的油頁岩（oil shale）業務，將建造每日產量3萬8000桶的油廠。

該公司發佈文告指出，13日在安曼與愛沙尼亞能源公司（Eesti Energia）及近東投資（NEI）簽約，收購愛沙尼亞能源在約旦油頁岩工程的30%股權。

據最新股權架構，愛沙尼亞能源將持股65%，近東投資則擁有余下5%股權。

該公司透露，繼進一步分析資源和環境課程后，將開始建造油廠。

“身為新的策略夥伴，我們將貢獻在新市場，發展和營運大型能源生產和貿易資產的經驗。”

YTL Power (6742) has acquired a 30 per cent stake in Estonian state oil company Eesti Energia's oil shale project in Jordan, marking its foray into the upstream oil business, the power producer said yesterday.

YTL Power is joining power and utility companies from India, South Korea and Japan in investing in overseas fuel assets to manage the escalating costs of fuel and gas.

Under the agreement, Eesti Energia and its Jordanian partner Near East Investment, along with YTL Power, will develop an oil plant with an output of about 38,000 barrels per day (bpd) and a 900 megawatt oil-shale fired power plant.

"We are going into Jordan on a holistic basis, which means we are going to be involved in every part of the project," YTL Power's director of financial analysis Lucius Chong said.
"This is our first time in the country and the first time we are working with oil shale, which is why we have entered into a partnership with Eestie Energia."

Chong declined to put a specific dollar value on YTL Power's investment into Jordan, but said the project's capital cost is about US$5 billion (RM15.65 billion).

Eestie Energia is the world's largest producer of shale oil. The Estonian government had considered listing a minority stake in the power company, but shelved the IPO due to market instability.

Chong said YTL Power first became interested in the upstream side of the oil business after acquiring Power Seraya from Singapore's Temasek Holdings in 2008.

YTL Power owns and operates about 5,500 megawatts of gas, oil and coal-fired power generation plans in Malaysia, Singapore and Indonesia. It also owns Wessex Water Services Ltd, a water and sewerage company in the southwest of England.

"This (the investment in Jordan) fits well with our strategy of investing in natural resource-based energy infrastructure," said Datuk Yeoh Seok Hong, executive director of YTL Power, in an emailed statement.

YTL Power shares rose 0.4 per cent yesterday on the local bourse. They have risen about 8 per cent this year, trailing the 18 per cent rise in the broader market . - Reuters

YTL denies given spectrum for LTE

Billionare Tan Sri Francis Yeoh says he is disappointed that many quarters have been twisting facts about his recently introduced YES 4G mobile and Internet services as well as the Sezmi Hybrid TV.


Billionare Tan Sri Francis Yeoh says the YTL group had never received any spectrum from the Malaysian Communication and Multimedia Commission (MCMC) for Long Term Evolution (LTE), the latest standard in the mobile network technology.

Yeoh described the talk as baseless and said he was saddened and disappointed that many quarters had been twisting facts about his recently introduced YES 4G mobile and Internet services as well as the Sezmi Hybrid TV.

"We have never received any spectrum from MCMC for LTE, what we have done is sent our proposal over to MCMC for it to consider our roll-out of the Sezmi Hybrid TV." he said in an email reply to Business Times recently.

"I am truly disappointed and saddened that various parties have politicised our noble intentions to bring Sezmi Hybrid TV services that will bandwagon our 4G network.

"They have been twisting facts to hint at YTL's monopolistic intentions, especially over the 700 MHz spectrum. There is no truth in that," Yeoh said.

He was commenting on recent outcries among telecommunication companies (telcos) on the perceived unfairness of MCMC awarding to YTL the sole rights to use the 700MHz spectrum

He said Sezmi TV was going to be a significant game-changer and bandwagoning YTL's 4G network.

Yeoh defended the usage of his 4G network YES, which he claimed is far superior to the 3G technology that most telcos here are running on.

"The 3G mobile networks are technologically backward and simply cannot cope with the Internet superhighway as these 3G telcos recognise that to give more platforms for Internet-based services to thrive, their mobile networks must be further upgraded. The costs of upgrades would be considerable," he said.

The high costs of 3G networks are borne by consumers and subscribers through expensive contracts. If 3G telcos had their way, the costs of upgrades would be transferred across to Internet-based players, who, in turn, would have to charge more for usage of their data, content, devices and applications, he added.

Yeoh said instead of creating a mutually beneficial and "win-win" wireless ecosystem, the 3G network providers are openly in conflict with the Internet-based providers.

"If Internet-based players have to subsidise 3G networks, the growth of Google, Apple and Facebook of the world will be severely hampered. This is hardly the way forward to encourage broadband penetration and overall economic development," he said.

However, Yeoh said all these could be a thing of the past with YES.

"The YES 4G network is a 'smart pipe' created for Google, Apple and Facebook. Our own devices are offering 4G mobile Internet connectivity as never before to laptops and smart devices. And all this, with a simple 'Pay-As-You-Go' price plan," he said.

Credit Suisse maintains Underperform on YTL Power

KUALA LUMPUR: Credit Suisse Securities Research is maintaining its Underperform on YTL Power International on concerns about its investments in projects which are not widely adopted.

It said on Wednesday, Dec 15, YTL Power is fairly valued, as it is trading at a FY11E price-to-earnings (PE) of 15 times, which is in line with the Malaysian market P/E.  It maintained its Underperform rating.

On Tuesday,  YTL Power said it was investing in oil shale in Jordan with the acquisition of a 30% stake in Enefit’s Jordanian oil shale projects, marking its foray into the upstream oil business.

The consortium plans to develop an oil plant with output of approximately 38,000 barrels per day and a 900 megawatt oil shale-fired power plant. As oil shale extraction is not widely adopted yet, the output figure may be contentious.

“Main concerns with oil shale: (1) cost has been significantly higher than conventional pumped oil (2) environmental concerns.

“As oil shale is still largely ‘conceptual’, we would not incorporate any profit contribution from this project yet. The risk profile of YTL Power continues to increase as it is investing in projects that are not widely adopted, that is Wimax and oil shale,” it said.

It rose one sen to RM2.42 at midday on Wednesday.

YTL Power International, December 14, 2010 Eesti Energia, Near East Investment (NEI) and YTL Power International Berhad (YTLPI) on 13 December signed an agreement in Amman, by which YTLPI acquired 30% stake in Eesti Energia's Jordanian oil shale projects. The new strategic partner YTLPI will contribute its experience in developing and operating large energy production and trading assets in emerging markets. According to the new shareholding structure Eesti Energia owns 65%, YTLPI 30% and NEI 5% of the oil shale projects in Jordan. In May 2010, Jordan Oil Shale Energy Company (a subsidiary of Eesti Energia) signed a concession agreement with the Government of Jordan for the surface mining and retorting of oil shale from Attarat um Ghudrun oil shale deposit in Jordan. This is the first surface mining oil shale concession to be awarded by the Jordanian Government. Eesti Energia and its Jordanian partner NEI, together with YTLPI, will develop an oil plant with output of approximately 38,000 bbl per day. Construction will commence following further analysis of the resource and environmental studies.  The plant will utilise Eesti Energia’s leading proprietary oil recovery technology, which has more than 30 years of industrial production in Estonia. Pursuant to a memorandum of understanding with the Jordanian Government and NEPCO signed in 2008, Eesti Energia and its partners will also develop a direct burning oil shale fired power plant with a capacity of up to 900MW at Attarat um Ghudrun. The power will be supplied to NEPCO pursuant to a long term power purchase agreement.  This will provide Jordan with significant power generation from a domestic source of fuel for the first time.  Eesti Energia is the world leader in generation of electricity from oil shale with some 2,000MW of such power generation capacity in Estonia.
