    Melewar eyes monorail project
    The RM1.2bil contact could be awarded by month-end

      MELEWAR Industrial Group Bhd is believed to have emerged as the front-runner to bag the Penang Monorail project, and may secure the contract by end this month if all goes well, sources familiar with the matter tell BizWeek.  It is understood that the Government could make an announcement pertaining to the award of the RM1.2bil contract, to Melewar as early as end of this month depending on several minor issues being ironed out.  Melewar had bid for the building of the Penang Monorail, which is under the purview of the 9MP, sometime mid last year and had made a presentation to the Prime Minister Datuk Seri Abdullah Ahmad Badawi, and the Economic Planning Unit in June the same year.  The decision however was delayed due to rival bids made by several other parties keen to bag the large contract.  However the bid by Melewar is believed to be in favour because of its lower costs, compared to that of the other bidders, which include Penang Port Sdn Bhd, a consortium made up of Scomi Engineering Bhd and KL Infrastructure Group Bhd, and MMC Metrail Sdn Bhd, which is a 20% unit of MMC Corp Bhd.  According to the source Melewar’s 70% unit Melewar Integrated Engineering Sdn Bhd, which has expertise in engineering among others will spearhead the Penang Monorail initiative.   Melewar Integrated Engineering’s managing director, Uwe Ahrens, owns the remaining 30% equity in the company.   It is also a possibility that Melewar may rope in the requisite technical expertise via tie-ups with Russian and Swiss partners, who are familiar with building such railway lines in Europe, but the details of the companies and their backgrounds are still murky at press time.  BizWeek understands that these tie-ups with the Russian and Swiss parties, was Melewar’s ace all along, and had brought down the company’s cost of building the light rail track to about RM30mil per kilometre, from RM60mil or thereabouts, which the other bidders made.   With the lucrative contract in the bag, Melewar’s fortunes should get a shot in the arm, and its dismal earnings could improve.   Melewar changed its financial year end from January to June, which means that for the 11 months ended December last year, the company posted a net profit of almost RM32mil on the back of about RM500mil in sales. The bulk of these profits were derived from its unit Mycron Steel Bhd in which it has about 54% equity.  News of Melewar bagging the Penang Monorail first surfaced in late January this year, and caused a surge in its trading volume.   Year to date, Melewar’s stock has gained some 16% and ended trading on Thursday at 96 sen.

    Bursa Malaysia Securities Bhd has issued an unusual market activity (UMA) query on the trading of Melewar Industrial Group Bhd’s securities. In the query issued on March 12, Bursa Securities said there was a sharp increase in the price and high volume of Melewar’s securities. It requested the company to provide it with an announcement for public release after making a due enquiry seeking the cause of the unusual market activity. Melewar and its warrants rose 30 sen each to RM1.32 and 71.5 sen in active trade in the morning session on March 12 on reports that it was called by the government to present its concept for the Penang monorail project.

    (吉隆坡13日訊)區域鋼鐵價格在中國鋼鐵價帶領下高漲,分析員預期,有關上升週期將持續,並看好鋼鐵業者的前景,因此建議「增持」鋼鐵股。

    中國的寶鋼股份及韓國浦項鋼鐵(Posco)從2007年4月份開始,將銷售價格提升了7%,由於鋼鐵價格看漲,區域鋼鐵公司的股價從年初至今已抬升了7到28%。

    大馬研究分析員指出,基於兩個原因,他們認為中國的鋼鐵價格將繼續提升,包括中國地區的鋼鐵消費維持穩定,並且預料在冬季結束後,建築領域對鋼鐵的需求將提高;其次則是中國政府對鋼鐵業正面的鼓勵措施。

    在中國地區的展望正面的情況下,該分析員表示,亞洲的鋼鐵銷售將會維持強勁,這主要是因為中國及印度的鋼鐵消費料將在明年成長10%到15%。

    在本地市場方面,本地的鋼鐵需求料將會在第9大馬計劃旗下主要基建工程出爐的激勵下,進一步提升。最近幾週,政府所釋出的工程計劃,預料將會支撐本地鋼鐵價格的表現。

    事實上,在過去1個月,本地鋼鐵價格每公噸增加了150令吉,這也導致本地業者希望政府取消在鋼鐵價格方面的管制。大馬研究分析員估計,每公噸鋼鐵價格若增加50令吉,將會使鋼鐵業者的盈利增加5%到7%。

    該分析員維持對鋼鐵領域「增持」的評價。將私有化安裕鋼鐵的安裕資源(ANNJOO,6556,主板工業股),是大馬研究在鋼鐵領域的首選,這主要是因為該公司在鋼鐵及商品價格抬升的趨勢中,佔有優勢。

    同時,由於佔有相當大的市佔率,以及來自高端鋼鐵產品的貢獻,大馬研究也給予協德(HIAPTEK,5072,主板工業股)「買進」的評價。另外,該證券行看好的股項還包括友聯工業(YLI,7014,主板工業股)和勇達集團(ENGTEX,5056,主板貿服股)。

    17-04-2007: Govt ups ceiling price of steel bars, billets by 20%

    The government raised the ceiling prices of steel bars and billets by 20% effective on April 16, following the higher demand for these products and also an increase in scrap metal price. The controlled price of steel bars has been increased to RM1,884 per tonne from RM1,570 per tonne while the maximum price for steel billets is RM1,553 per tonne from RM1,294 per tonne. Domestic Trade and Consumer Affairs Minister Datuk Mohd Shafie Apdal said on April 17 that steel bar and billet suppliers could not cope with the high cost for the past three years. “So, I had asked my colleagues to look into it for quite a while. After a couple of meetings with the industry, we decided to make some adjustments,” he said, after opening the Corporate Register Forum 2007 in Kuala Lumpur.

    Shafie said the prices of steel bars and billets had not been adjusted for several years. However, the price of scrap metal, which is the raw material for steel bars and billets, had increased by 50%, he added.
    He said industry players had sought RM600 per tonne as the ceiling price but the government had rejected their proposal. “We’ve noticed there are a lot of shortages on the ground. People have been buying in the black market and it is not a healthy kind of process,” Shafie said. On his ministry’s Guidelines on Distributive Trade, Shafie said portions of the policy would be amended to satisfy foreign investors without neglecting local interests. He said he would present the matter to the Cabinet soon but declined to elaborate.

    The guidelines, first proposed by the ministry to the Cabinet in December 2004, required companies with more than 15% foreign equity to have 30% bumiputera equity participation and a paid-up capital of RM1 million.
    Such joint ventures must also have board members, management and staff that reflect the racial mix of Malaysia. Furthermore, each branch of such companies and businesses is to be considered separate legal entities, each with a paid-up capital of RM1 million, and with separate mandatory auditing. Shafie added the guidelines were not a major stumbling block in the Malaysia-US free trade talks. While US negotiators had raised concern about the guidelines, there were other more difficult issues including intellectual property rights and competition policies, he added.

    买SSTEEL,今天收市1.87刚好在resistance(1.86)以上,good。但是,1.96(2003年7月3号闭市价)是另一个强大阻力,极可能承受庞大卖压。

    (吉隆坡16日訊)隨著彭亨雪蘭莪跨州水供轉換計劃已聘請工程顧問的最新進展,市場人士紛紛預測計劃將會加速進行,許多潛在的營建和水管供應公司如金務大、商峰、JAKS資源、雪州柏朗桑集團、勇達集團、達力集團、協德等都將可能從中受惠,並給予相關領域「超越大市」的評及。
    根據《The Edge》週刊報導,東京電力服務公司(Tokyo Electric Power Services Company)和KTA國能已成為彭亨雪蘭莪跨州水供轉換計劃的顧問,其顧問費為1億4000萬令吉。因此,相信此被拖延多年的水供計劃將會在短期內開始動工,並利及關連公司。
    這項成本預估高達80億令吉的工程涵蓋4個階段,分別為(1)45公里的隧道;(2)雪蘭莪的Kelau水壩工程;(3)引水和管道系統;(4)輸水管。
    聯昌國際證券指出,45公里的隧道可能將是首個進行的工程,競標活動預期將在9月開始,並在08年1月份動工。這項由彭亨開始的工程成本預估達30億令吉,是整個計劃中成本最高的附屬工程。至於雪蘭莪方面,Kelau水壩工程將會與隧道同步進行,而雪州柏朗桑集團(KPS,5843,主板貿服股)預期將會扮演重要的角色。Kelau水壩工程分為兩個階段,第1階段和第2階段完工時間將落在2013和2017年。
    分析員指出,國內公司相信會在整個計劃中分一杯羹,潛在贏家跨越多個領域,由營建廠商至鋼鐵和管道供應公司。營建公司方面,分析員看好擁有豐富經驗的金務大(GAMUDA,5398,主板建築股)和商峰(PUNCAK,6807,主板基建股)。此外,JAKS資源(JAKS,4723,主板建築股)和雪州柏朗桑集團也有機會獲得部分工程合約。在鋼鐵和管道供應領域內,分析員則看好JAKS資源、友聯工業(YLI,7014,主板工業股)、勇達集團(ENGTEX,5056,主板貿服股)、協德(HIAPTEK,5072,主板工業股)等。
    亞歐美投行表示,金務大、怡保工程(IJM,3336,主板建築股)和馬友乃德建築(UEMBLDR,4855,主板建築股)早前都曾經表示對隧道工程的興趣。雪州柏朗桑集團於2003年6月份,簽署了瓜拉冷岳第2階段的框架協議(Heads of Agreement),分析員相信一些和該公司擁有合作經驗的承包商如金務大、羅集團(LOH&LOH,7706,主板建築股)和達力集團(TALIWRK,8524,主板貿服股)將會從中受益。分析員看好金務大在水供和大型計劃的經驗,建議投資者在低價買進,目標價8.50令吉。

    US$14b oil pipeline across northern Malaysia
    KUALA LUMPUR: A massive Malaysian oil pipeline project to process and pump oil shipped from the Mideast could lower transportation costs and avoid risks of pirate attacks on tankers at the Malacca Strait, Deputy Prime Minister Najib Razak said Tuesday.  The 50 billion ringgit (US$14.2 billion; euro10.6 billion) project would involve building a 320-kilometer (200-mile) pipeline across northern Malaysia, from the port of Kedah on the west coast to the east coast in Kelantan state, officials have said.  Plans also called for one coastal refinery that could process 200,000 barrels daily scheduled to be operational by the end of 2010.  Najib told reporters the project, which could help tankers sidestep the busy Malacca Straits, was still in a discussion stage and has not been finalised.  "There are proposals to have a refinery and a pipeline that will take it across. As far as I know, it is still at a discussion stage. Nothing has been finalised,'' he said.  "It's primarily for commercial purposes because they think they can transport the oil at a lower cost and also avoid some of the risks relating to heavy traffic at the Straits of Malacca.''  Najib didn't say when the project will be finalised.  Investors from China, Iran and Saudi Arabia are expected to take a stake in the project, which will allow Middle East oil shipments to reach the South China Sea without traveling through the Malacca Strait, which lies off peninsular Malaysia's west coast, they said.  There have been global concerns that terrorists could link up with pirates in the Malacca Strait to blow up an oil tanker or use it as a floating bomb, but Najib said such threats were "almost quite negligible because incidences of piracy have no connection to regional and international terrorism.''  The strait, which carries half the world's oil and more than a third of its commerce, is shared by Malaysia, Indonesia and Singapore.  Investment bank Aseambankers, in a research report earlier this month, said about 70 percent of fund for the pipeline project would likely come from foreign direct investment.  However, it warned laying the pipes could be an "arduous and challenging feat'' as environmental and land issues would need to be addressed.  The company recently signed a US$16 billion (euro12 billion) deal with Iran to develop two gas fields in southern Iran. - AP

    Steel players: Price rise should be higher

    PETALING JAYA: Players in the steel and steel-related industry generally welcomed the Government’s move to raise the ceiling price of steel bars and billets by up to 20% but said the increase should have been higher.  Effective Monday, the ceiling price of steel bars was raised to RM1,884 per tonne from RM1,570 previously while that for steel billets went up to RM1,553 per tonne from RM1,294.  Most millers contacted by StarBiz said only an increase of at least a 30%, or RM600 per tonne, would be considered fair.  Steel players in the northern region also agreed that the 20% hike was inadequate.   Leader Steel Holdings Bhd managing director Datuk Goh Cheng Huat said the price hike was timely as raw materials used in the manufacture of steel were more expensive than steel itself.

    “But the increase is insufficient. The rise should be at least 30%,” he said.  A spokesman from another leading steel manufacturer who declined to be named, concurred, saying: ”But it’s better than nothing. Local steel manufacturers have met in response to the Government’s move to raise the ceiling price. I believe they will appeal to the Government for a higher adjustment.”   On the other hand, contractors see the recent price hike as being “over-generous” and would erode their profit margins and ultimately cause a slowdown in the local construction industry.  Master Builders Association Malaysia (MBAM) president Patrick Wong said the price hike was “disappointing”.  “We expected the price to increase by RM200 to RM250 per tonne, which would then make it competitive compared with that in neighbouring countries,” he said.  Wong said MBAM hoped the price announced by the Domestic Trade and Consumer Affairs Ministry of between RM1,837 and RM2,010 would be final without additional costs such as transportation, fuel charges, administrative charges, financial charges or handling charges.  “The steel price hike will negatively affect developers and contractors who have to honour existing contracts at the new prices,” he said.  However, Wong added that MBAM was thankful to the Government for stepping in to address the long drawn issue.   Penang Real Estate and Housing Developers’ Association (Rehda) chairman Datuk Jerry Chan Fook Sing said the move would see the price of properties go up by 10%.

    “Since the price increase in raw materials six months ago, property prices have risen by about 15%.  “We expect prices to go up by another 10%, following the 20% increase in steel prices,” he said.  Chan said the 20% increase justified Rehda’s call to the Government to increase the selling price of low- and low medium-cost properties.  A local property analyst said the steel price set by the Government appeared to be fair.  “No one gets to have the cake and eat it too,” he said, adding that Government had to intervene to flush out buying in the black market, which could disrupt the supply of steel to the construction industry.
