僱員公積金局從本月實行新措施，只有與妻子或丈夫；或至親如父母和兄弟姐妹聯名購買房屋的會員，才能申請公積金第2戶頭購買房屋。

僱員公積金局官員受詢時說，過去，只要是會員，無論他與任何人聯名購買房屋，都可申請第2戶頭，但從本月起，會員必須符合上述條件。

不過，他說，如果沒有上述關係的男女朋友，也可提出申請，惟申請者必須是買賣合約所註明的首位屋主。

“第2位屋主即使是會員，也不能申請。”

他也提醒夫妻聯名申請者，必須附上證件如結婚證書，證明兩者之間的關係。

公積金第二戶頭臨時修改申請資格，事主無法使用公積金第二戶頭的錢購置房屋！

☉王小姐指出，她與男朋友打算申請公積金第二戶頭，一起聯名買屋，惟當呈交表格時遭到拒絕。

她說，當局所給的理由是，她與男朋友沒有官方上承認的任何關係，是不能夠聯名申請公積金第二戶頭購買房屋，除非雙方有結婚證書證明夫妻關係，否則不符合資格。

“官員說，這是新措施，本月5日才正式實施，可是我在7日呈交表格，當時並沒有官員阻止我申請，我是后來才被通知！”

她指出，當局沒有向公眾宣佈有關新措施，許多人仍然懵懵不知。

她說，她和男友已得到銀行批准房屋貸款，所有事情都辦妥，只欠公積金第二戶頭的錢，導致買賣房屋手續未能完成。

現在條例突然做出修改，使她感到不知所措！

★公積金局官員指出，有關新措施確實才在最近實施，所以大部分人都不清楚，聯名申請第二戶口需要有兄弟姐妹直系關係，或夫妻關係，才有資格申請。
她說，當局未曾對外公開有關措施，也還不清楚會否打廣告，告訴公眾，不過，當局會向前來申請者，告知這項新措施。

我覺得我有權投沒幫苦主找到出路lor! 公積金局官員依然是那麼認為他們沒必要讓大眾知道他們的新措施！依然是那麼沒責任感！

打去公積金局問了，他們否認中國報的報導，說一切以他們的網絡資料為標準！他們怎樣可以這樣出爾反爾！

Implementationof New Regulation/Procedure without Notification


With reference to the abovematter, I, (your name, I/C no. and KWSP member no.) wouldlike to complain for no professionalism of your goodself in implementing thenew regulation to withdraw money from Account II of EPF to purchase first house.

Ipurchased my house with my partner on... (Tell your story here, e.g. process of signing S&P Agreement till rejection of application). As peryour new regulation, application for above mentioned purpose is accepted forjoint purchase with spouse/family members only. Proof of kinship isrequired to validate the joint purchase. Your website (i.e.http://www.kwsp.gov.my/index.php?ch=p2members&pg=en_p2members_wdrawtype&ac=1850)only updated on 13/11/08 but the implementation date was effectively on 05/11/2008.


Obviously, rush in implementation and lack of notification to thepublic causes the undersigned find no way to pay up for the 10% downpayment while S&P Agreement already signed. For your information, developerhas the right to forfeit the booking fee if the purchaser fails to make thepayment or impose the interest on the price of property if down payment isdelaying. It is unreasonable and unfairto the members resulted from your ridiculous practice by implementing this new regulationwithout notification to the public or press conference.

I’m demanding a reasonable explanation and seeking for your solution onmy case. Please reply on this matter immediately.
