指的是物理上的ATOM ENERGY LEVEL

Denotion of "bound state" energy, negative means the particle (ie. electron) needs that much of energy to be free from "bound state", that also means the energy levels are of those particles (ie. electrons) that are not free to move, unless they get that amount of energy.
