China was the only country that agreed to finance a port in southern Hambantota, PM Rajapaksa’s home town, even though feasibility studies called it a dud. By 2017, the Rajapaksa government faced allegations of kickbacks from Beijing and the port predictably lost money and had to be sold along with 6,070ha of nearby land (8.3% of Singapore) to a state-owned Chinese firm on a 99-year lease to repay the loan.

不明白你發甚麼痴瘋....斯國問題在於它以前借太多....
還不起是受了疫情打擊了它的遊旅業(約10%GDP)

哪有土地事件? 事實真相是:
There was also never a default. Colombo arranged a bailout from the International Monetary Fund, and decided to raise much-needed dollars by leasing out the underperforming Hambantota Port to an experienced company—just as the Canadians had recommended. There was not an open tender, and the only two bids came from China Merchants and China Harbor; Sri Lanka chose China Merchants, making it the majority shareholder with a 99-year lease, and used the $1.12 billion cash infusion to bolster its foreign reserves, not to pay off China Eximbank.
當時斯國政府需要IMF的救助, 但救助仍不足應付危機,
得另外尋找來源, 所以才決定不足之處, 利用港口特許經營權來補足!
2017年7月29日，中斯双方经过多轮讨论与协商后成立了两家新公司——汉班托塔港口集团有限公司和汉班托塔国际港口服务有限责任公司，分别负责项目的商业管理运营与公共服务。
中国招商局控股港口有限公司（简称招商局港口）新增投资11.2亿美元，在两家新成立的公司中分别占股85%和49.3%，斯里兰卡港务局分别占股15%和50.7%，中资在两家合资公司的总占股比例近70%，获99年特许经营权。
簡單的說, 99年的特許經營權, 是中國公司, 出資11.2億美元下,
和斯國港務局一人一半擁有的.
