对PSC的认知还是很basic ， 因该是技术共享。以下是著名论坛 Lowyat Oil& Gas Career其中一位Ex- 国油/PMU 分享的 PSC 策略。
The PSC Fiscal regime puts all (or the majority) of the risks into the hands of the PSC Operators. The PSC insulates Petronas from the exploration risks which can be really high (average exploration success ration is 1 in 7) so the PSC diverts all the risk to the Operators.
Once a discovery is found, then the PSC fiscal regime will put a lot of the risk on Petronas (or a level risk ratio), whereby the Operator is allowed to claim Cost Oil Recovery Mechanism for all the expenditure to develop the field and then any profit on top of that is shared 70-30 (70 is Petronas take) or 60-40 or etc depending on the PSC regime that was signed. This is where PMU (which is the equivalent to the Ministry of Oil/Hydrocarbon in other countries) comes in where we make sure the Development Plans by the operators are reasonable, economical and technically feasible and this is where serious negotiation takes place. All FDP (Field Development Plans) MUST be approved by PMU before the Operators can proceed with developing the field.
Tengku Razaleigh who developed this PSC mechanism (replacing the old Concession Mechanism) was a genius.

他的分享很普通，几乎每个国家的PSC都如此运行，这些我都已经知道。
国油早期的条件很苛刻，90-10，后期因为没有人愿意签PSC，才降低至70-30，80-20。 |

公司已经成立了，应该是KPOC, Kebabangan Petroleum Operating Company
这是由PCSB,Conoco, Shell 联合成立的公司。
